The agreement was approved by the city council, and its action was criticized by the opposition zelených and Piráti. According to the memorandum, the city district will support the construction, in exchange for this, the investor should, for example, ensure the revitalization of the surroundings of the building or contribute 30 million CZK to the town hall.

The Top Tower is to connect to the almost kilometer pedestrian zone, which leads from the Nové Butovice metro station through the central Sluneční náměstí to the Hůrka metro station. The sculptor David Černý and the architect Tomáš Císař from the Black n ́Arch studio took part in the design of the 135-meter-high building. The 125-meter-high building itself is to be "supported" by a ten-meter-tall structure depicting a shipwreck.

So far, the legally non-binding memorandum was signed by both parties at the beginning of October. The company Trigema undertook to invest approximately 36.5 million CZK in the transformation of the surroundings of the building. The modifications will include the revitalization and increase of the parking capacity in Ovčí hájek Street, the modification of pedestrian zones between the vestibules of the Nové Butovice station and at the Lípa polyclinic, the revitalization of the underpass under Bucharova Street or the construction of a new passage under Seydlerová.

According to the memorandum, the investor is also to provide the city district with a contribution of 30 million CZK or the development of education or transport within two years of the issuance of a valid building permit. According to the agreement, the company will also develop a project for a parking house on the site of the current car park at Petržilkova Street, which should then be built by the capital. The memorandum should be followed by a binding contract within one year of the issuance of the zoning decision.

The city district has promised that, provided that all obligations are met by the investor, it will support the construction in the permitting processes. For construction, for example, it is necessary to grant an exception from the zoning plan, which is approved by the council of the capital and the city district gives an opinion. The town hall also expresses itself in territorial and construction proceedings.

The procedure of the town hall management was criticized by the opposition, according to which the impacts of the construction on the locality and local residents were not sufficiently assessed. "We have also repeatedly asked for the opinion of the management of the city district on this plan, but it has always been evasive, with nothing being known yet. That is why we are surprised by the approval of the memorandum of cooperation with the investor, in a hurry and in an emergency," said representatives Václav Hrdlička (Piráti) and Zuzana Drhová (zelení). According to them, the memorandum was to be discussed by the council and signed only when all information was known, including the evaluation of the change in the zoning plan.

Mayor David Vodrážka (ODS) rejected the criticism, according to him the agreement is advantageous for the city district. "The project was approved by the Committee for the Territorial Development of the Capital, where one of the representatives of the Pirate Party also voted in favor. In our opinion, this is an exemplary cooperation with the investor, which is certainly supported by the Pirate Party, as it had a significant influence on the memorandum between the investor and the city district, and it deserves thanks for that," said the mayor.

Trigema introduced the project last September, when the company's representatives stated that construction could ideally start next year and should take three years. The building will be intended for rental housing, on the lower floors Trigema plans offices and a multifunctional cultural center connected to a publicly accessible roof garden. The construction costs are to be two billion CZK.

What the investor says about the project

Among other things, the design of the Top Tower building envisages that the project will have multiple uses at once. In addition to residential and office space, a public area is to be significantly represented here, which will be intended, for example, for service establishments and shops. There may also be another form of cultural activity, but also a new and better public space between the two exits from the Nové Butovice metro station, which will be adjacent to the future building. In addition, a lookout point will be created at the highest point of the Top Tower, which will be open to the public, from where it will be possible to see the panorama of the Southwest City and other adjacent areas.

At the same time, the investor initiates and takes concrete steps, the purpose of which is to expand the number of discounted parking spaces for local residents and others in the immediate vicinity. A new parking house will be built about 200 meters from the building at the intersection of Bucharova and Petržílkova streets.

The Top Tower will be built in close proximity to the Nové Butovice metro station and will connect to the new almost kilometer-long local pedestrian zone, leading from the metro station via the central Sluneční náměstí to the Hůrka metro station. At the same time, it will stand almost next to the existing projects of the Cyberdog technology and information center, the sculpture of David Černý Trifot or the Smart complex, which includes the Czech Photo Center photo gallery focused on contemporary modern photography.
